New York has the most innovation and entrepreneur-friendly city administration in the world, according to a new study. London, Helsinki, Barcelona and Amsterdam round out the top 5 in a report compiled by CITIE, a collaboration between Nesta, Accenture and the Future Cities Catapult. The report looks at how 40 cities implement pro-innovation policies. Here are five things a city needs to do to attract and breed start-ups.

  1. Keep Regulation in Step with Technology Amsterdam clarified the rights and responsibilities of homeowners with regard to short-term rentals in direct response to the rise of Airbnb and other similar tech-companies.
  2. Give Startups Preferential Treatment in City Contracts Sao Paulo gives small businesses priority when awarding city contracts if their price bid is on par with those form larger companies.
  1. Make Public Data Available London is leading the way in making city data readily available for various businesses, acknowledging the information is an economic asset.
  2. Connect Investors and Entrepreneurs New York City creates meetings between investors and local entrepreneurs to nurture a thriving economy and state of innovation.
  3. Make Internet Fast and Wi-Fi Free Melbourne has provided free Wi-Fi to the public in an effort to strengthen and support entrepreneurs, startups and other small enterprises.
